In order to deepen the compulsory product certification system reform, strengthen the responsibility of the main market entity and further reduce the institutional transaction cost, according to Opinions on Strengthening the Construction of Quality Certification System and Promoting Quality Management by the State Council, State Administration for Market Regulation and Certification and Accreditation Administration of the People’s Republic of China (CNCA) issued No. 11 announcement on 11 June 2018, making the following reform and adjustment to the compulsory product certification catalogue and implementation:
1. Compulsory certification management is no longer applicable for specific products.
As of the date of the announcement 11 June 2018, compulsory certification management is no longer applicable for some products, and the designated certification body shall cancel the issued CCC certificates for these products.
CNCA shall cancel the designated scope of compulsory product certification involving relevant certification bodies and laboratories.
2. Self-declaration evaluation method becomes applicable to specific products.
Self-declaration evaluation method can be applied to specific products from 1 October 2018. Relevant enterprises can either choose to be certified by the designated certification body through the existing methods, or prove the products can continuously comply with compulsory product certification requirements through self-declaration according to Self-declaration Implementation Rules for Compulsory Product Certification to complete product conformity information submission.
