Scrap importer must
· Have separate warehouses and areas that meet environmental protection requirements for gathering scrap;
· Have technologies and equipment that meet environmental protection requirements for recycling scrap and treating impurities in scrap;
Scrap importers are obliged to comply with the followings:
· Only import scrap as raw materials.
§ For scrap plastic, it can only be imported as raw materials to produce products and goods (excluding commercial recycled plastic beads), except for cases where the project has been approved for investment and grant policy. Those facilities are allowed to import scrap plastic to produce recycled plastic particles trade until December 31, 2024.
§ For scrap paper, it can only be imported as raw materials to produce products and goods (excluding commercial recycled pulp).
· Impurities in scrap must be treated in accordance with environmental standards and must not be given or sold;
· Scrap that is fails to meet environmental standards must be re-exported.
· Deposits shall be paid to import scrap as prescribed by the Government.
· There is an environmental impact assessment report approved by the Ministry of Natural Resources and Environment, which includes the use of imported scrap as raw production materials and a certificate of completion of environmental protection works.

· Having a Certificate of Eligibility for Environmental Protection in the import of scrap for use as raw production materials according to law provisions.
