Pre-Shipment Inspection on Used Equipment shipping to China



In accordance with China Import and Export Commodity Law, pre-shipment inspection must be carried out on Certain Types of Used Equipment imported to China, with a comprehensive perspective to enhancing the inspection and administration on imported Used Equipment, and preventing the entrance of toxin and hazardous materials into China.

The international trade parties both importers and exports who are involved in importing certain types of Used Equipment are expected to apply for Registration Records either to China General Administration on Quality Supervision, Inspection and Quarantine (AQSIQ) or China Entry-Exit Inspection and Quarantine Bureau at destination ports, and then proceed to apply to CCIC London Company Ltd for the Pre-Shipment Inspection.

The details of CCIC London Pre-Shipment Inspection Procedures on Used Equipment shipping to China are as follows:

1.Chinese Importer applies to China local Entry-Exit Inspection and Quarantine Bureau (CIQ) for Registration Record on the said Used Equipment.

2. Chinese Importer applies to CCIC London Company Ltd (CCIC London) for Pre-shipment Inspection when the Registration process is completed and Registered Record is obtained.

Application documents include the below:
1) CIQ and/or AQSIQ Registration Record on the Used Equipment and the Used Equipment List
2) Assignment Notice on Pre-shipment Inspection for the said Used Equipment (this Notice is issued by AQSIQ or CIQ if applicable)
3) Pre-shipment Inspection Application on the declaimed used equipment (Click here to download the form)
4) Authorization Letter for Proxy (Click here to download the form)

Other documents if available:
1) A List of the used equipment status (working/storage)
2) A chart to show how the equipment is located
3) Information pertaining to how the equipment functions, operating principles, and the production flow/production sequence
4) Purchasing contract and its quality related terms and conditions


3. CCIC London informs the applicant of an inspection quotation (including inspection charge, travel expenses and certificate fee) and allocate an application number (this application number should be quoted in any future correspondences with CCIC London)

4. The applicant pays for the inspection fee in advance.

5. CCIC London formulates an inspection plan and schedules inspection date when the payment is received. (The inspection date is guaranteed to be within 5 working days when the payment is received)

6. CCIC inspectors go to the site to perform inspection.

7. The applicant takes corrective actions to overcome the non-conformities found during the inspection, if necessary.

8. CCIC London issues a certificate of pre-shipment inspection on the equipment.

9. CCIC London mails the inspection certificate directly to Chinese applicant.

10. The applicant step forward to contact China CIQ to get associated documents for customs clearance.
